KPA's Visionary Leadership and Stakeholder Engagement: A Case Study in Port Modernization
The Kenya Ports Authority (KPA) is making waves with its forward-thinking approach to stakeholder engagement, as highlighted by Kifwa, a key industry association. KPA's Managing Director, Captain William Ruto, is leading the charge with a bold vision for the Mombasa port's future.
During a recent breakfast meeting with Kifwa's leadership, Captain Ruto emphasized the authority's commitment to strategic modernization. He revealed plans to automate even the most basic processes, such as those at the gate, which are currently manual. This automation is a crucial step towards enhancing efficiency and reducing vessel turnaround times.
KPA's initiatives extend beyond automation. They include essential projects like dredging to accommodate larger vessels, the construction of Berth One at Dongo Kundu to serve the Special Economic Zone, and the ongoing development of Berth 19B to increase capacity at the Port of Mombasa. These projects are designed to support the government's development agenda and improve the overall efficiency of the port.
Kifwa's Coast region chair, Rajab Hamisi, praised KPA's efforts, noting that turnaround times have improved, leading to better profits for stakeholders. However, Hamisi also called for further enhancements, suggesting that the Mombasa and Lamu ports should strive for global excellence in the coming years. He emphasized the importance of collaboration, stating that forums like these provide a relaxed environment to share insights and understand the port's operations better, especially during busy periods.
The professionalism and resilience of Kifwa members have been instrumental in quickly addressing and resolving any issues that arise. Captain Ruto highlighted KPA's acquisition of energy-efficient cargo-handling equipment, including rubber-tyre gantry cranes, as part of their modernization efforts. Automation, he believes, will play a pivotal role in streamlining port operations.
The Lamu port, according to Captain Ruto, is rapidly attracting business, ensuring the LAPSSET Corridor remains active. He invited Kifwa representatives to witness the progress firsthand, demonstrating KPA's commitment to transparency and engagement.
Captain Ruto and Hamisi agreed that ongoing dialogue is essential, as it unlocks potential and strengthens stakeholder relationships. Captain Ruto expressed his appreciation for Kifwa's partnership, promising close collaboration to advance the logistics industry.
The KPA's leadership has been widely praised by other port stakeholders. Prwani Ni Kenya chairman Alex Kasuku attributed the port's recent success to Captain Ruto's motivating leadership skills, resulting in a highly motivated workforce and record-breaking performance.
However, a controversial issue has emerged regarding the proposed scrapping of general manager positions at the port. Recent reports indicate that the Ministry of Transport has directed the KPA board to eliminate these positions, causing concern among workers. Kasuku questioned the wisdom of changing a successful formula, fearing that this move might negate the excellent work accomplished by Captain Ruto over the past three years.
The state's justification for this decision is that the positions are uneconomical, and the court has ruled them unlawful and unconstitutional. Thirteen senior management positions are affected, including critical roles such as Engineering, Finance, Supply Chain, Infrastructure, Lamu Port, Cargo Operations, Ferry Services, Corporate Research and Planning, Corporate Services, Internal Audit, and Marine Operations.
Despite the controversy, Captain Ruto and Hamisi advocate for continued engagement and dialogue, believing that it is the key to unlocking the port's full potential. The KPA's commitment to transparency and collaboration is evident, as they invite stakeholders to witness the progress at the Lamu port and work together to shape the future of the logistics industry.
