Malaysian Transport Minister Anthony Loke announced in Kuala Lumpur that Singaporean tour buses are allowed to enter Malaysia, yet they are not permitted to function as express buses. The arrangement is reciprocal: Malaysian tour buses can operate in Singapore, and Singaporean tour buses can carry tourists within Malaysia. In other words, both sides permit tourism-related movements, but the express-bus model is off the table.
Minister Loke explained that while tour buses can bring visitors into the country—which benefits Malaysia—there is no ban on their presence. However, if a tour bus were to operate as an express service, selling tickets for fixed, scheduled routes, that would not be allowed and would invite enforcement action.
During Parliament on December 2, Loke noted that Singapore had asked Malaysia to permit its express buses in exchange for Malaysian buses operating there. He pointed out that Singapore does not have a legal category for express buses; their system only recognizes tour buses and scheduled buses. Because of this, Malaysia remains firm in its stance and will not permit Singaporean express bus services.
The minister was replying to a supplementary question raised by opposition MP Ahmad Marzuk Shaary about inspections and safety compliance. Ahmad Marzuk expressed concern that some Singaporean tour buses have operated in Malaysia for years without inspections by vehicle services firm Puspakom or adherence to local safety standards. Loke stated that these operators have exploited the system and that permits for Singaporean express buses will not be considered, as granting them would disadvantage local operators.
